SCS SB 650 -- MISSOURI STATE UNIVERSITY SPONSOR: Champion (Dixon) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Higher Education by a vote of 10 to 0. This substitute specifies that members of the governing board of the Missouri State University will serve six-year terms. The voting members of the board serving on August 28, 2005, will serve until the expiration of the terms for which they were appointed; and for those appointed after August 28, 2005, the terms of office will be established so that no more than three terms expire in any year. If a member changes the congressional district in which he or she resides, an unanimous vote of the board can vacate the seat. If the number of congressional districts is changed or boundaries are changed and a member is displaced, the members of the board can serve the remainder of the terms for which they were appointed. The substitute also contains other technical changes regarding the university's name change. The substitute contains an emergency clause. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that these changes are necessary to fully implement Senate Bill 98 enacted in 2005 regarding the university's name change. The terms of the members need to be clarified as well as other technical corrections. Testifying for the bill were Senator Champion; and Missouri State University.
